An ongoing challenge for government policy is to change with the times. Policy settings that are necessary and effective in one era, may not be suitable in the next. An important role for the state is to provide the economic framework and essential infrastructure to allow public and private enterprise to thrive.1 Accessible and affordable insurance is part of this essential infrastructure. Without it, the community is more vulnerable to being devastated by misfortune. Arguably it is the personal injury insurance classes that can have the most profound impact on people’s lives.
