Financial inclusion is a well-recognized global issue: 1.7 billion people are “unbanked” – lacking an account at a financial institution or mobilemoney provider – according to the World Bank.1 Meanwhile, many small- and medium-sized businesses face challenges in realizing benefits from the current financial system. Individuals and small businesses may not be able to access financial services; if they can, those services may not be of high quality, suitable or affordable. The World Bank defines financial inclusion as the ability of individuals and businesses to access “useful and affordable financial products and services that meet their needs”.2 Financial inclusion is a complex global problem that existing systems and offerings have so far failed to solve.

Asset managers headquartered in Europe saw their private market assets continue to grow in 2022, albeit more slowly than in previous years, and their total assets under management (AUM) exceeded €2.3 trillion (US$2.4 billion) by the end of the year. Institutional investors remain the region’s major allocators to private assets—European high-net-worth (HNW) and ultra-high-net-worth (UHNW) investors are still underexposed to private asset classes, although that is set to change.

The BAAS expresses the OCA’s interpretations of accounting topics relevant to national banks and federal savings associations (collectively, banks or institutions, unless otherwise specified). We hope that you find this publication useful and that it continues to be a practical resource for bankers and examiners. The BAAS is updated annually to address ongoing accounting questions, newly issued and updated accounting standards, and emerging issues observed through March 31. Consistent with prior editions of the BAAS, the 2022 update does not focus on questions related to the impact of the Coronavirus Disease 2019 (COVID-19) and does not reflect policy statements and rules issued in response to the COVID-19 pandemic. COVID-19 policy statements and rules address specific challenges and are not intended to be used by analogy in non-COVID-19 situations.
