The Employment Act of 1946 stated that it was the “continuing policy and responsibility” of the federal government to use its powers “to promote maximum employment, production, and purchasing power.” This was a logical extension of the trend toward more government responsibility for reining in the harsher consequences of an unfettered free-enterprise economy.
